Five Year Anniversary Celebration

Dear Mr. Karapetyan,
Thank you very much for the invitation to the five-year anniversary celebration for the National Foundation for Science and Advanced Technology (NFSAT) in Yerevan, Armenia. Unfortunately, while I will not have the pleasure of attending the celebration on July 3, 2002, I want to join in recognizing the accomplishments of NFSAT during this anniversary.
In the Department of State, we are proud that we have played a role in supporting NFSAT-sponsored research projects conducted by joint Armenian-American research teams through assistance funding under the U.S. Civilian Research and Development Foundation (CRDF). In fiscal year 2001, the United States Government provided an estimated $2.5 million in assistance through the CRDF for Armenia, including funding for NFSAT to help support the conduct of professional peer reviews and enhance program administration. These programs include a project to improve Internet access for scientists in Armenia, grants for short-term research in the United States, and specialized training for NFSAT staff to facilitate the organization's self-sustainability.
NFSAT's development of scientific and engineering potential in Armenia has successfully helped provide networking opportunities for further collaboration between the Armenian and international science and technology communities. Former Soviet weapons scientists and experts in Armenia have been given opportunities through NFSAT to direct their expertise to peaceful civilian purposes. This has contributed to nonproliferation of weapons expertise, which is important to U.S. and global security interests.
We want to congratulate NFSAT for its progress in these areas over the past five years. We look forward to hearing of future successes as NFSAT and the CRDF's productive partnership continues to grow.

The staff of the Moldovan Research and Development Association (MRDA) wishes you the most sincere congratulations on the occasion of the 5th anniversary from the creation of the National Foundation for Science and Advanced Technologies (NFSAT).
In all these years since NFSAT started its activity, you, dear colleagues, proved to be optimistic and enthusiastic in your work and made efforts, which resulted in supporting and promoting scientific and technological research in your country in compliance with your national interest and international scientific standards.

We commend you for your significant achievements in developing and implementing a series of Programs and Projects with the U.S. Civilian Research and Development Foundation's assistance that allow the Armenian scientists to transform their ideas into concrete results.
